Maybe they deactivated your old inactive account and approve it again when you applied for it again.

I am not working nor staff at media.net but I would share my opinion with you about the email you have received.
The email basically told you these things:
    1. You are allowed to use media.net ads
    2. You could use third party ads to serve ads for specified filter (it could be visitor, country, browser, device and other few filter)
    3. You could use ads from their partner to fill unsold inventory
If you ask me, why you get that message (invitation), here are what I thought has happened:
    1. You registered with a site which is now (or in the past) receiving lower/higher traffic.
    2. You have delivered Low / high amount of traffic (recent/past)
    3. Your site has high visitors from specified country/browser/devices/OS,etc.
    4. The system think you would get better revenue by using third party ads.
    5. There are no in-house (display) ads for your site (targeting your site)
From the email you have received, I could see:
    1. Your site could use Media.net (Text ads) and also third parties (Display Ads) through AdExchange platform.
    2. It just suggestion if you want to use their third party ads to fill your traffic.
As far as I know, Media.net focus and has huge Text ads but only serve display ads for specified publisher or sites. This type of email is normal and you should not worry too much. Most network at this time send invitation to use other ads via Google AdExchange. They did this because they would get better revenue and less headache serving ads for their publisher. I know few high and top ads network which also send me invitation to use Google AdExchange as the other monetization platform beside their own ads. By the way, Google AdExchange is not the same as Google Adsense. Google AdExchange have much higher and better ads for most sites. However, publisher may get lower revenue share due to ads networks also cut the revenue by few percents. The good news is, publisher would get much better revenue share if they know how to deal with ads network and get better negotiation. My opinion could be wrong as other may have different experience.
