    VirtualBox is free, it is made by Oracle, and it is pretty easy to use. It works good. I use it. As far as "best choice", what else are you considering and what do you want it to do?

    How many VMs are you planning to setup?
    Using Windows Datacenter Edition you create number of VMs or you may also consider VMWare.

    @VerdinaNET
    It could be expensive and cumbersome if you go this way! Why not you order VMs from some webhosting company who will also assist you with technical support?

    I think it'll depend on a number of scenarios.
    There are different tools available for Linux and Windows.
    The underlying and the most important part is to decide what kind of virtualization are you looking for: bare-metal(type I) or hosted(type II).
    There a number of hypervisors(the application that emulates the hardware).
    Also it'll depend if you're looking just to play around/test or looking for production environment.
    I personally use vmWare Virtual Machine - it's paid, however there is a free vmWare Workstation Player(can't create VM, only plays that are already created) something like Virtual Box, you can get vmware images from a number of places.

    Hope it helps.

    Is the number of VMs somehow dependent on the program ? Have no idea.

    You can try to use Vagrant (https://www.vagrantup.com/).

    It has configuration file where you can set shared folders, port forwarding e.t.c. Very good for developing and running multiple VMs.

    Also you can use VM images made by other users, like Ubuntu LAMP stack.

    If you are on a development server and performance is not an issue, the amount of RAM you allocate can be small. 1 GB. Leave some RAM for computer to use.

    Are you setting up these VMs for personal use or to lease them out? If you're getting into the professional hosting side of things, SolusVM is an excellent control panel to manage the provisioning of your VMs across multiple nodes.

    In the past, when I was studying about computer networking, I've used VMWare to create some VM machines in order to do practice a network with services such as mail exchange, file server, routing, firewall,...I think this is the best software to create virtual machine now.
