So I'd suggest you got to Fiverr or Upwork (used to be Elance - Odesk) and place an ad for a web design. A good designer should be able to knock up a simple website in a short time and at a reasonable cost (probably in wordpress). You'll need to decide the theme of the website and whether you will keep it to it's Spanish roots, if you don't want to spend any money, then try tweeting / posting on FB pages or hashtags that contain apues - don't go straight in their and say 'hi I have a domain for sale make me an offer' - you'll very likely get banned - but socialise for a while until the timing seems right then be subtle about it.... see how you get on.
You can absolutely increase the value of a domain. Just get Lady Gaga to start Tweeting the word over and over - your domain value will skyrocket
No online tool can tell you the real value of your domain. And you can't do anything to increase the value these online tools report. If someone wants to pay you $100 for Apues.com, then that's the value of your domain. If someone wants to pay you $2300, then that's the value. That's how it works. You need to find a buyer. But you will "increase value" only by making him want to pay more money for the domain by explaining him how good it is. I wouldn't advise creating a website. If you want to sell a domain, the worst thing you can do is put a website on it. People who buy domains want domains, not websites.
You need to increase your alexa rank, google page rank, majestic rating and that.. Many site valuers do that.
