Way to Contact Google ?

And how exactly would that help? If you read this thread you would know that there is no contact with Google over the problem that the original poster has ... almost 3 yrs ago now!

And how exactly do you submit a question via the Google search Console? ... or are you just making that up?

 

You have to submit your site for consideration at: google.com/webmasters/tools/reconsideration

 

As they had no manual penalty, care to explain how the F they can do that?

 

You can submit your site for reconsideration but that won't help you,I don't think even they know why they penalize someone,they give some stupid penalty reasons,only God knows penalizing reasons,maybe not even him.
