I have an image on my site, which I wish to reduce it, because I dont have much content to display. How Can I reduce this image : The site its located is shiheziuniversity . com. If you see on the site, this image is much longer. I also want the whole text to be shifted a little on the left side.

In WordPress you should have a .css file where are the rules for styling. . frame is a rule for staling the class "frame". Don't you thinks you should know what CSS is before jumping in creating websites?
Yes you are right, frankly I am not much aware of the CSS, since I hire and fire employees who do that work. Now that is the reason I am asking here, because currently I have fired my guy for his mistakes.
Well I did that too and that is why I am stuck with such a stupid situation. Infact I even paid that bugger here from DP, but he is the one who didnot finish the work and left it half the way. Can't see an image in the HTML-code. My guess'd be that there is a background image in the div under the "zoomin frame" class. You find it in the CSS you should be able to tweek it with the, hopefully, already written code.
Yes I did, and that is fun of hiring and firing, too much competition around with some good talent. But I cannot pamper someone who has made a mistake, especially not web designers.

Look up css tutorials on youtube some great free information to help you learn css try using % instead of pix so your site is mobile friendly
I find it disturbing that you brag about firing people just as much as you do hiring them. If you don't understand this stuff then how can you understand when your coder makes a mistake in the first place? If you have money for it there are thousands of great developers/designers who can help you, but if you're always looking to get the cheapest rate then you're always going to be hiring/firing because a skilled developer will never work for pennies. Hire someone quickly! If you don't know much about Css and Html you can crater your site or at the very least screw it up. Of course there are plenty of resources out there where you can learn to code if that is something that really interests you.
Normally I would say use background-size for the mobile version, but for some jacktard reason you have that presentational image in the markup as a IMG tag... something of a no-no... but the entire codebase is the convoluted train wreck of how NOT to build a website so common to turdpress templates, that the hodge-podge of different developer styles and outright ignorance of HTML and accessibilty norms that resulted is hardly a surprise. Especially if you're hiring/firing your dev's willy-nilly. Looking at the site, my advice would be to take a page out of Ellen Ripley's playbook. Nuke the site from orbit, it's the only way to be sure! I mean you know it's rubbish when it's vomiting up 58k of markup to deliver 3k of plaintext and maybe a dozen content images -- six or seven times what should be needed for such a simple page!
This is easy to do with html but you should use irFANview or GIMP to crop the picture as the html code will distort your image. Taking the shortcut isn't always the best way to go.
