Obviously you would need more authority to outrank the entire site, however, how do you outrank on a per page level? As an example: Site A has the following: Keyword Competitiveness: 21 Page Authority: 31 Page Links: 1 Link Juice: 0 DA: 66 Site B has a bit more: KW: 38 PA: 55 PL: 6500 LJ: 4 DA: 76 so how does this work, if I am to beat site a on a page level, then I would need more then 1 backlink, and at least PA of 32? and for site b, I would need at least 6500+ backlinks, and PA of 56? or do I have this all wrong? Well firstly how long have you been around, how long has the other site been around? did they buy their backlinks or did it come naturally. Try beat the system land up at the bottom of page 1000000

Lol, I agree As far as about your question, I believe that instead of focusing on such a big target, why not go for a lower one, because the difference you have mentioned here is huge. Any kind of backlinks coming to your website should be natural and better not force it to come to your site. Is the domain age the same for both of your example sites given above, if not then we should consider that too. Because soon after we start a site, whether we have a target or not, but eventually we keep mentioning about our site or post links on many networks which can also form some kind of backlinks.
In todays market, if you setup any type of site, then wait for nature to take its course, then you are highly going to be disappointed; your site will simply just go no-where.... while you are playing by google rules, everyone else will be running past you every single day....
