Its possible of course but it will take a great and quality content to be able to get a quality backlink from authority websites.
I am not sure if PR should be considered as a 'standard' now. Instead, look at the domain authority which can give some guidance on how the website is in terms of quality. You can do so by using opensiteexplorer by MOZ. In terms of your question, this would totally depend on the site security and what they consider as a spam activity. You can use proxy to hide your IP address though.
