    I work for the AdHy.pe and we'd like to present our offer.
    AdHy.pe is a link shortening service, that allows to earn on shortened links and in addition it has it's own referral program.

    Not without first being flagged as an affiliate manager, no. To do that you would need to supply info about (like a URL) for your affiliate program, make sure your email is within that company's domain, etc.
