paypal money got stuck - Your account access is limited

I had sold a site and the person paid me to my unverified paypal account(I am from India). Now today when I checked my paypal I am getting this message that Your account access is limited

And they are asking me to -

Add a credit card and enter your Expanded Use Number and Fax documentation.

Now this can be a really lengthy process and I don't know what to do(I don't have a CC right now). I am trying to find/talk to the buyer on messenger as he might(must) have put a holdback/chargeback. Any advice/help will be highly appreciated

    Regards

It's giving me reason as -
Dec. 12, 2006: Our system detected unusual activity on a credit card linked to your PayPal account.

Does this mean the the buyer paid me front stolen CC ? I am still trying to talk to him and see what I can do. If I convince him to send a mail to paypal and fix things, than can this move help me ?

    no,

you gotta do whatever paypal wants you to do. Otherwise they will take the money and never give it to you (Legally)

    Paypal is the devil himself...

There are many such problems with unverified account in paypal. So, it is better to use verifie account or in future you should ask people to pay you directly through xoom.

Based on what I've heard they will froze only the amount that is detected to be suspicious. So I think you can still withdraw your money. What country are you BTW?

You can withdraw the money (> $150) after 180 days. The limited account access will not be lifted until you complete the procedure.

Come on now. Paypal is not that bad. I have been using it for the last 5 years and never had a problem with them except for a few chargebacks (< 5).
