    Design your website for users, and try to make the design seo friendly (title, description, keyword, etc). After that, submit to directories, forums, blogs, article directories, etc. More information, please read Website Promotion Tutorials.

    also, keep in mind that SEO is a never ending process and needs a lot of patience and hard work as well. as they say, SEO is an art and not a science :)
