Keywords should be determined before any content has been written and well before any site construction. SEO is last. I'd have no less than 100 keywords before creating content and even more if the site is going to be an Authority site. The content has to be created around the keywords chosen and site navigation has to be structured around keywords/categories/silos. After site is completed/content gets posted/indexed/then you start SEO. I'd start slowly and with social signals as to create a "viral" effect and start linking steady over time.
It highly depends on the niche. Some have only 10 - 20 targetable keywords while others have hundreds. Don't chase after keywords with too much competition, it will just be a waste of time.
For SEO purposes, I learned that keyword research needs to be done first, then articles written and optimized with the keywords. In fact, the whole creation of a website needs to be planned with SEO in mind to rank on a search engine so one can take advantage of free traffic. There should be a theme throughout your website from domain to articles, products, etc. One authority stated 5-10 keywords. Another 10-20. Both were for the Making Money Online niche. So it depends. The whole site development should be oriented on SEO from the start (the technical side is also important). Then you choose a niche and do the keyword research (4-5 keywords per page). For a new site is easier to use longtail keywords. Then write unique content optimized with the chosen keywords.
