Anyone know where I can create a PayPal shopping cart with dozens of products without creating each one individually at paypal, and also not paying a monthly fee or additional transaction fess (over and above paypal's fees)?

You can simply get an ecommerce website, it includes cart and the payment gateway can be added as Paypal.
