Some of them are actually used by the search engines. So they're trusted link referrals, since they also go through investigation before being available within directories, publicly. It's an already approved websites collection, or like a trusted phonebook.

I don't think that directories are the source of traffic because most of them are low quality sites and unfortunately nothing at all. There are lots of medium to be consider to generate traffic and find your targeted users hangout then provide what their needs and expectations.

Is it well organized and relatively free of errors? Does it do what it's supposed to do? A directory that doesn't have enough relevant content to "direct" you to anything in particular, is not really a directory. My sites are listed in several directories, including many that I don't consider top of the line, and about 10-20% of my traffic comes from directories. That's small, as compared to the 60-70% of my traffic that comes from search engines, but it's mostly targeted traffic, so it's still valuable to me.

Google is penalizing those who used less than favorable methods to manipulate SERPs. The problem however is that no one know's for certain what combination of those methods was the cause, or if there really was a "cause". The end result has been a mass exodus by several inexperienced and inept web designers and SEO's from every possible and imaginable form of marketing. e.g. PANIC.
