Every so often, I run across those ads that go something like: High PR, Google Safe, Penguin safe, and so on... Then I check some of sites, sure they are high PR, etc... However, I noticed the blog section full of spam comments... Would my links/site still be considered google safe?

Though it's a bit old, I think what Matt Cutts says about what you should post in the comments and how you should post them is still valid. Anyway, sites with spam comments do get penalized by Google despite whatever the ads (blatantly?) say - "High PR, Google Safe, Penguin safe, and so on...". PR is quite outdated and it really doesn't matter even if you have a high PR now. Haven't you noticed a sharp drop after some time in the organic traffic such sites/blogs get (- assuming they get some in the first place)? The owner probably shuts it down and sells the domain. I use Scrapebox to find blog posts in my niche, it tells me the PR too. Then I check out the post to see the comments left, or if comments are disabled or not. Got a PR4 link the other day (actual PR of the page, link is on). My link is only the 3rd outbound link on the page (no spam). I don't use keywords but use my Name instead. The comment I left was relevant to the article. It was in moderation for a few days, has now been approved.
Why would you still use PR? It has not been updated in over a year. I use Buzzsumo.com and find stuff to comment on. Usually check the TF in Majestic. I am finding that relevant, active and trustworthy trump everything these days
It is funny how spammers actually comment on the article posted by search engine watch hahaha That would be a perfect example of what Matt has discussed.
blog commenting is good. It's the salt of webmastering life. but anything must be done with some wisdom and common sense. useless comments are, well...... useless! but if you have a list of your preferred blogs and you daily check them and partecipate, discuss and comment. All of this is good.

I use PR because it matters. Just because it isn't "Publically" updated doesn't matter to me. It still exists and was just removed(updates) from the public/Spammers viewing pleasure. Nothing in SEO history has ever had more focus on it or created more spam techniques than Page Rank. No updates=out of sight, out of mind. I've seen from some of your other posts, that you're a fan of PBN's. Why do you think Google targets these and then de-index them? Because these are built on high PR domains and do influence Googles ranking algorithm (for a few more years anyway). Not only do I check PR, but DA, PA, backlink profile, etc. Normally these all go hand-in-hand if backlink profiles are natural. I comment VERY rarely for a backlink, but when I do...I prefer the best link I can get, PR, DA, PA, low outbound links
dscurlock, if you wanna find out for sure if the site is good you can scan it with sites like sistrix to find out if the website was penalized and has a good backlink footprint and more. Hope it helped!
Public PR is DEAD. John Mueller said it himself. Here is good link for you. https://www.seroundtable.com/google-pagerank-dead-again-19482.html With regard to PA/DA unfortunately those metrics can easily be manipulated by some basic GSA work. The only metric left that seems to hold any merit is Trust Flow these days. It's difficult to manipulate and I have picked up some really powerful domains using it. I say powerful because when they were added into my network they helped push some pretty competitive keywords up there. And yes I am a fan of PBN's. When built right using original content, graphics they have a VERY LOW deindex rate as they attract real engagement. But hey man if that crusty old PR is working for you then stick with it.
