This is basically telling you that your sites suck. They do. The sites are poorly written pieces of junk. There is nothing you can do to get adsense.
While the other guys are right, I think everyone has run an autopilot blog in their past. It's not the best quality but if it makes money then who cares? The way you need to do it is make a website with actual good quality first then get accepted to adsense with that. Then you can use adsense on your other autopilot blogs without getting them reviewed heavily. (just dont break google quality guidelines too badly)

Hello Sohrab. I am also suffering fro the same issue. Actually i have a website which promotes android games(By providing playstore links). Adsense disapproved my website 4 times with the same error "Site DOes Not Comply with Google Policies". Now at 5th time i removed all images all direct links from my website and direct downloading link and keyword 'DOWNLOAD' from all posts. And voila my adsense application successfully approved. All i have done is removed the Content like diirect links, images ,and other links. My site also provides scraped content. You can copy content from other sites but remember it must not be copyrighted. THANKS
Write your own unique content. Don't copy from other sites. I think 2000 words will enough to get approved AdSense account.
