Search Engine (Google) knows the term Search Engine Marketing. and there are professionals in that subject. Surely they cannot manage single site and that is from different region. Google itself gives you the opportunity to place your website links in your about section in your Google plus profile page. You can put several website links there. Therefore you do not have to worry about the IP. Concentrate on the way you handling your optimization process.
If you are contributing important information that is valuable for the people, then the IP you are using wont matter.
If you are creating a Private blog network hosted under the shared hosting then definitely it is going to be a footprint for google.
If you have another website and it's already marked as a spammed one, you can pay more attention and could expect to have a similar situation with another one..
If you are using the same IP for spamming then its harmful. If you are using it to put some informational things on web then its ok to use.
