PayPal is not suitable for receiving payments from Indian customers. Most of the Indian Debit cards are not accepted for PayPal payments. Try CCAvenue, it will support most of the Credit Card, Debit Card and Net Banking payments in India.
Paypal does that automatically. You just have to select currency as $ and amount in dollars. It will charge your credit card for it.
