    Hi Rumonzia, I hope you are well.

    I imagine you'll get a better response if you add some more substance to your post and question. Rather than just adding an open ended question with questionable grammar and broken English. You may find that the same about of effort goes into giving you an answers, as into the question you ask.

    There is no 'best' html website design software unless you want to use a metaphor for your brain/mind.

    Depending on what you want to achieve there are a variety of solutions you can choose from. Personally I would recommend not using software [other than a text editor] to create HTML websites. Instead learning to code yourself or if you are limited for time, employing someone more experienced to do so. The visual designing aspects comes into play later on after you have first define the content of your website.

    I prefer google-webdesigner (http://www.google.com/webdesigner/). It is a free professional tool that is providing excellent results. Try it out.

    I highly suggest Sublime for CSS coding and Adobe Dreamweaver if you need a software that can do a lot of things.

    For WYSIWYG....Dreamweaver
    Raw Editor...a lot of developers use Sublime but I use Brackets, that's gonna take over Sublime soon.

    Though your answers are a bit off..

    For WYSIWYG....DON'T -- those steaming piles of manure and idiotic halfwit bull and the halfwit garbage they vomit up and have the giant set of brass to call a website has little if any business being deployed online. Developers are all the dumber for tools like that even existing, and the only thing you can learn from them is how NOT to build a website!

    Raw Editor... Pick one you like, there are dozens if not hundreds of them. Personally I like Flo's Notepad2 simply because it lets me turn off all the crap that gets in my way (like tabs, auto-complete, colour syntax highlighting), but really there's nothing wrong with Notepad++, EditPlus, Win32pad, gEdit, TextWrangler, etc, etc... Sublime is ok if you're on a non-M$ platform, but on Windows it's ugly, slow, unresponsive and shoves a lot of garbage down your throat that just gets in the way.

    But I have a very odd take on certain "features" -- like tabbed editing being a step backwards in functionality since I'm a multiple display user and like to have my files in separate windows... like colour syntax highlighting being an illegible acid trip that makes text HARDER to read and to work with.... like auto-complete being a complete pain in the ass since I spend more time correcting it than I do typing code. YMMV.

    I will suggest you to use Adobe Dreamweaver as it allows you to design website not only in HTML, but in other coding languages also:
    XSLT, ActionScript, CSS, JavaScript, XML, ASP JavaScript, ASP VBScript, ASP .NET C#, ASP .NET VB, ColdFusion, JSP and PHP. With Adobe Dreamweaver, the process of website management becomes a lot easier. You can effortlessly toggle between the few websites being worked on.

    Another reason is Dreamweaver is capable of running on both Windows and Mac operating systems. One of the best features of Dreamweaver is comprehensive CSS support. Using other web design programs to code with CSS can be a pain because they force you to manually edit CSS. Dreamweaver allows you to display the CSS model while you are coding your website, which drastically reduces the need to manually edit CSS, even when you are using external style sheets.
