I know the requirements are high, but just in case there is, I'd like to take advantage of it. I'd use it for hosting a website. A money-back guarantee would be a huge bonus, since I could test it before committing.

Nope, only people who scam can offer that. try getting vps from the site you know it is good. prices are high for a reason, no one can just give it out cheap unless they overload their servers.
Thanks, I appreciate the suggestion. I suppose I was hopeful about that. I'll see what I can do about settling for less somehow. Perhaps using a different platform than Wordpress would help until I can afford higher-end services.
Seeing this now, i think you have not set up your site yet ? So first set it up on a cheap shared hosting [when I mean cheap, i still mean some reliable hosters who give offers for first signup, ipge gives chep offers for annual signups] Set it up, get it running and add Adsense if you are gonna have unique content. Then, once you have a high number of visitors, you will sure earn and then you can buy vps. Just trust me, dreaming big isn't bad, don't spend too much before you know what the result it gonna be
I feel you are asking for a little too much for that budget, I would suggest increasing your budget by a tad bit and go for a 2 core VPS and as you start making more Money you can upgrade Invisibly. Am not aware of any host who could possibly give a 4 Core VPS at that price. Anyways try talking to a couple of hosts before deciding on our Host.

Exactly. That's what people looking for stuff "on the cheap" just don't seem to get. If you go to them for such a plan then so will lots of other cheapo's (made up word but descriptive) who want everything for nothing. They're not the only one who will find that host offering unsustainable plans that promise a hosting nirvana, and rather than finding a great bargain the just end up with another poor quality host offering stupid plans to the vulnerable, the misinformed, the perpetually optimistic, idiots who don't learn from their pwn mistakes or the mistakes of others, and those who think they've found a hosting paradise that no-one else could ever find. These type of hosts haven't found a new economic model. They don't know something that the larger, longer-lasting hosts don't know. They can't compete on economies of scale. They can't be employing high-cost staff, resiliency, or proper backup for the prices they offer. If they get too busy they don't have the finances to invest or improve beyond their single reseller plan, VPS, or low-spec dedicated server. The poor sucker purchasing their plans will invariably find it all goes to hell within a matter of days, weeks, or if they are "lucky" a few months later. Time to WAKE UP!!!!!!!
WordPress is not your problem at all. It can actually be pretty lightweight if you don't overcrowd it with plugins and optimize it properly. Having a good caching plugin and/or using a CDN can further make it faster. Your problem is quite obvious and everyone so far have pointed it out - you want the sky and stars and you are prepared to pay with rusty pennies. If your website is well visited and engaging you better find a way to monetize it and finance a good and stable hosting service or you will just be jumping from one cheap host to the other with possible downtimes and server issues.
Nope. As others have said, this is not possible at all. Most hosts have a policy of not allowing 1 core in use for 15 mins. You will need to up your budget considerably and ask for a special deal with a host OR purchase a dedicated server (try Kimsufi or SoYouStart).
Use Digital Ocean, they have a promotion where they credit you $25 if it is a new signup. But getting a VPS for just $5 with 4 cores, as of now is not possible. Even if you get one ( without any off offers ) then I am sure it will not be very stable.
I think we guys don't have to reply any more, @RonBrown has said it clearly. You want it cheap forever than you don't get the fastest option and i assure you certain things. One it will be oversold to many people. [may over 50 + people using same 4 core speed]. Two, if you pay long term, hoster may shut down anytime if it is a new hosting. Or be ready to face unplanned downtime always with your server. All the server are priced reasonably. Just try to add some ads from adsense and make revenue from your site to cover costs. for stating, start with shared hosting or cheap vps from digitalocean and so.
