There are some web 2.0 websites that work. You can post content in them and get a dofollow backlink.

Yes, web 2.0 still works in SEO. If your money site and your business is huge, then don't use web 2.0 in the first place. Consider using web 2.0 in Tier 2 and you don't need to use 100% unique articles in web 2.0 at tier 2. In your Tier 1 where you're directly pointing to your money site, you need to use great quality unique contents. I suggest you to go for guest posts and blog posts in Tier 1. For those tier 1 URLs, you can use web 2.0 with readable spun contents. This practice will surely get good SERP that you're looking for.

Yes, Web 2.0's still work. They aren't authority links but you can diversity your backlink portfolio by cranking them out.

Just do a Google search for "web 2.0 dofollow links" and you will get a good list.

The best way to use these is to write a unique 600 word article and then run it through a program like spinrewriter.

This way you can recreate that 600 word article 20+ times and still have it be 85%+ unique.

Then post it on different web 2.0 sites with a backlink back to your main article and your domain.

Make sure you vary the anchor text so you aren't always linking back with the keyword you are trying to rank for.

I think he meant, do Guest blog posting and try to get backlinks to your main website which he mentions as a tire 1. And once your guest blog posts approved and live; use web 2.0 sites to submit different articles which link backs to your Guest blog posts as a Tire2 backlinks. I don’t know whether this is a worthy practice or not; but somebody suggested me the same technique a long time ago.

Hubpages is the best. It requires a highly unique content with zero grammatical errors. If done correctly you can get the best out of it.
Some other best options are :
    1. WordPress
    2. Tumblr
    3. Weebly
    4. Squido
