The choice I would recommend depends on what you want to accomplish with the website you want to build. So if you strictly want a wesite, I would say weebly.com is good but if you want to blog the wordpress.com and blogger.com will do. All the best.

WordPress and blogger free versions will mainly give you blogs than a website. Better skip them.

Last time I looked a blog was a website.
Until the OP gives us a better idea of the type of site he wants he's going to get offered the basics.

If you want a self-hosted then go to 000webhosting.Then you can install wordpress manually. If you need wordpress hosting then you have Altervista.org
If you want a free domain then you can create one in dot.tk and change the nameservers.
In wordpress are a lot of free themes.
    Do a little google search.

I've used Weebly.com to create many sites before. They are so easy to use since it's all drag and drop. Wix is another one that is also super easy to use.

Actually i want to say you that don't go for totally free websites. If you use a free website you have to use their name or sub-domain. There are few sites which are providing websites. From those sites you can get your own website for a small amount of money. Here are the facilities you will get from them
    Your Own Domain Name
    Free Templates
    Free Web Hosting
Free Blog, Forum, Shopping Cart etc
    Unlimited Pages
    No programming needed
