Google recently on 24th July 2014 rolled out this update and many changes have been witnessed since then.

However Google haven't yet announced the date when it will be available in all countries.

This update has solved the problem of YELP. Earlier YELP accused google of manipulating local listing results and with this update YELP has again gained their rankings.

I have done a deep research into it and I feel it won't affect normal blog owners. Yes local businesses will be affected a lot

I'm guessing in this case the "local" business will have priority, and then everything else will be listed. I think that's a pretty good idea, because if you don't want local search, you can always turn it off or search for "business name NOT in your city" and get the results you need. It's an extra step, yes, but honestly, most people are looking for local businesses anyway.
