Well it depends on the type of backlink. And you shouldn't be doing too much of any back-link building tactic. For example, heavy do-follow comments can hurt your blog.

Very well said Mahe, . Though I slightly disagree on the web 2.0 part. I do believe they still have the same value as before as long as they carry high quality content with them. Though these days, I rarely see HQ web 2.0's most of which are done solely for SEO which are keyword stuffed.
