I have one site. Main language is english. But it has some other pages as well in other language like spanish.
So if i copied something in spanish from 3rd party site and if i promote it on my site with canonical tag and href lang tag, then can it create problem?
If i got english content from other website and translate it in to spanish and then publish on my site with canonical and hreflang tag,can i create any issue?

Translating content is fine, but it's still best to cite your sources just in cases there's any trouble.
If you copy something from a 3d party site, that's still content that you copied from another site, and that's still something Google frowns upon.

As far as I know any type of content-copying is bad. HOWEVER, if you've translated to another language this can usually only be noticed if somebody noticed it and reported it. The chances of that happening are low, so you can risk it if you want. If push comes to shove — you can always delete what you've written.

Copying content is not good. That i know.
But i am asking from Google's perspective.
Can it be counted as copied content if i already give credit to main URL with canonical tag?

If I were you, I would at least rewrite the content... If it's not possible, I wouldn't do it! ;)
