I'm having trouble applying for adsense since the site that I managed has been rejected for 4x. I already check everything before I re-apply it last week, but I got the same result again which is "Site does not comply with Google policies". This is basically Google's way of telling you your site sucks or that it is totally unsuitable for adsense. They are right, your site is not suitable for adsense. It has no useful content for advertisers. They simply do not want to purchase advertising space on your site.
I appreciate your opinion. But, I already put up a blog section and create content for it. Is it not enough yet? I checked some dating sites and they have adsense on it.
There is no point arguing or trying to work out what to do to get adsense or comparing your site to others that have it. Adsense have made their decision 4 times! - take the hint and move on: find an alternative means to monetize the site.

Even though I will make major changes on this site, adsense will still reject it? If I place some useful or unique content with it to comply with their policies, will they reject it as well?
Some are spun articles, but others are written manually. I see your point now. So, it's all about the posts or contents.
yes ofcourse Adsense approve websites based on site content not site theme ad features. I will advise you to apply with any other domain with different niche.

Yes! You will not get approval for your dating site. better move with another website which have Rich and quality contents.
there is nothing like minimum amount of content but it's also true that your site should have enough content by 2-3 articles on site you can't get approved also one more time I am saying to change domain because you had already failed 4 time with this domain so why you want to stick with that just try another one.
My advice is to get accepted with some good blog. With full of content and great articles. So after run it for a while you can try to isnert your dating site and see if it gets adds on it. But if you applied for the 4th time i guess that google will analize your dating site again, so you will need to add more power on it. High quality content for sure will play a good part.

I'm planning to populate it with good content, however, is it okay if I just change the publish date, say starting december 2013 until this date? So it will look like updated?
You can use a blogger account, but better still make a quality blog, with good content, a nice fresh design about almost anything. Have a good number of articles and you'll be accepted.
Dont listen to him keep applying, you will get approval. Generate quality contents and you will get it.
