    Photoshop for the layouts, Komodo Edit (the free edition) for the HTML/CSS. Haven't used Dreamwever in more than 10 years, I think.

    I think the "best" word is relative.
    if someone love manual coding, the program like dreamweaver may be too heavy.
    I prefer manual coding.

    There is nothing such as the best web development tool. Different people use different tools. It all just boils down to your preferences at the end of the day. I personally use nothing but Sublime Text 2 and some few handy plugins like Emmet, Lint, etc.

    If you just want to create a web form quickly without learning how it works under the hoods, go ahead with Dreamweaver. On the other hand, if you really want to understand How the underlying html, css, javascript, flash, etc. components work, there is no shortcut! You have to start with a text-editor. Notepad++ works best if you are on Windows, while Linux users typically go with Geany. If you aim to become a good Web Designer, knowing how things work in a web page is more important than actually getting it created. Good Luck!

    I've actually started to use Sublime Text 2, I'm liking it a lot, although I miss some features in Notepad++, although after some setting hacking I should be able to restore that functionality.

    There is a free version available, it has a nag screen that pops up for every 50'th time you save or something, not a big deal, getting a license costs 70 bucks, considering getting one soon.

    if you want to be great web developer, i'd like to recommended just use notepad++ for your tools

    why ?
    In my experience, there are good several reason :

    - You will wonted with code
    - Notepad++ not give you guide to code, but exactly that will make you creative
    - if compared with my real experience, need long time to mastered web developer with tool like dreamweaver,
    but it really fast when i try using notepad++
    - Notepad++ is free

    #it just my oppinion / experience
