well, when i want to optimize a webpage, i first ensure i have done real good on page optimization.
I think its always better to use the tools like senkexcr , ultimate demon or gsa ser.Those will give a very good quality of tier one backlinks.I mainly do social networks, forum profiles and web2.0s/blogs for tier one.I ignore other link types.i then make tier 2 with the other link types, like article directories, pdf sites, social bookmarks sites, etcMy tier 3 is usually with scrapebox cmments, blasting the shit out of the tier 2's.
however if you choose not to go that route you can try the services of a freelancer.I help people with stuff like that.

 

I agree with ethinoze. The first thing you need to do is make sure that your on site optimization is already good enough since even though you use a lot of high quality offsite optimization, your site will still not rank.

I always prefer first a good on page optimization and then only go for other off page techniques..And yes your niche with high pr will get some boost which you were looking for..

The best is to get high PR links from good PBN.

Also do other types of links with brand/URL anchor to be safe, stuff like - quality social bookmarks, Web 2.0s...
