In my opinion alt tag is still in priority by using alt tag we give some description of images for search engines and Google can crawl images if we use alt tag and we can increase traffic through Google images.
Alt tags are required by the html/xhtml specification. It's just not a good idea not to be compliant.
I don't know if it's still effective or not, but since it only takes me a few seconds to program it in dynamically, I go ahead and include it.

Sometimes error in loading page when image not show then Alt tag tells reader to missing image. So Alt tag is still Prioritized.
I always include alt tags, more or less because my inner Web Standards nut makes me do it. So long as you don't abuse it, yes, it's good. I don't think it's make or break, but there are no cons about doing it.

ALT tags don't go in links, because the tag itself is meant, strictly speaking, to only show up when the image doesn't - it is actually a mistake that we see the ALT text when we hover on an image. Title tags go in anchor links, but as with anything avoid abusing them. They don't carry the same weight with SEO that Alt tags do, and compared to the actual anchor text you may as well forget it.
