I will go with a single domain and multiple web directories. Each web directory for single country. For example: website.com/kuwait/ website.com/oman/ website.com/qatar/ website.com/uae/ What questions I want to ask ? Would I be able to manage SEO campaign effectively by using this approach? How are the searches scope in all middle east region as compare to US/UK? Your precise and clear solution would be highly appreciated. Please suggest according to this specific scenario.
I would like to suggest you go with single domain name but target sub domain for each country as like kuwait.website.com uae.website.com qatar.website.com (It ll give much better and good result but you have to work really hard google consider every sub domain as different domain so you need to work on each sub domain accordingly )
Generally speaking, international SEO can be done with language targeting or country targeting. It sounds like you want to do country targeting. Assuming you just want to use one language, you will face duplicate content issue unless you create fresh/unique content for each country. Even if you don't use just one language, if you do plan to use the same content on more than one country, the same duplicate content issue exist. You can use hreflang tag to resolve it but using sub-folder structure may not send strong enough signal. It's best to use ccTLD (country code top level domain) coupled with hreflang.
