I always thought these guys were the #1 in their field: http://ezinearticles.com/ Not sure about other directories. If you Google "article directories", ezinearticles.com comes up high on the first page. I used them a few times in the past and got real traffic from them.
Ezinearticles.com produce the best results and are also the strictest. Squidoo and Hubpages are great for SEO and fun to use. Others I like are: goarticles.com articlesbase.com sooperarticles.com buzzle.com selfgrowth.com amazines.com thefreelibrary.com gather.com articlesnatch.com brighthub.com articledashboard.com constant-content.com Good Luck!
You can submit to article directories but good unique content should be on your own site. People will be at your site to potentially buy.
Forget ezinearticles unless you're intending to post thousands of articles. Ezine has been severly slapped by Google lately, they're pretty much done for. The only directory I would recommend is hubpages because of its huge community.

Just a note to say that those lists are a mess: some are article directories (i.e. syndication), some are article hosts (i.e. places to publish your content, not for syndication) and some are article sales places. You should probably start by deciding which approach you want to use.

Wouldn't know about cost. I suspect they're all free, but there's a huge difference between (e.g.) ezinearticles, hubpages and constant-content. They don't do the same thing at all.
Yup. Constant-content, as we all know, is a content marketplace. Not quite sure how ezinearticles and hubpages differ. The OP here, I think, is specifically looking for marketing his content. Among those you have pointed out, the best approach IMO would be to use article hosts (i.e. places to publish your content, not for syndication).
