Code Technology Used For Spy?

    What code technology is used for the spy.php

    Like how does it fade with time and also like slowly show the updates when you open it for the first time?

    The reason I ask, is because I want to hire someone to code something for my website, not a spy....but something that will display tracking numbers and orders shipped in real time but display like that,

    So who or what would I have to ask the coder if they know how to do?

    Is that javascript or something?
