Using signature in a proper way will not be considered spam.

If there are too many links from forum sites pointing to your site but not from other sources of links then those forum links may be considered as spam...

If you notice the pattern of Google for the last 10 years (ya, I'm an old SEO fart), its pretty simple to see what they dont like. The don't want people creating their own links. The only person that would link to a website in their forum signature is either the site owner or an affiliate of the site owner. Both bad in Google's eyes.

Forum signatures have their place, but that place is far away from your money site. Two to three levels away to be safe.

When it comes to linking to my money site, I don't send anything but the following:
    • High powered PR/PA/DA links for my target keywords, synonyms, and longtail
    • Web 2.0 (juiced up) and social bookmarks for anchor text diversity: brand and URL keywords
    • Social signals: To make everything look legit

Signatures on popular forums are not spam.
Some small forums might use spam signatures.

Aren't they nofollow links? I thought Google ignored those to a large extent.

Google loves moderated link. For Example: Links from digitalpoint.com is helpful as it has good moderation(not easy link to get, you have to contribute first). Forum where no moderation exists, anyone can post anything such types links harms your website ranking.

Unrelated, overdosed or misleading links can be treated as spam but not all. Just keep the links in signature to 1-2 and do not duplicate the same link for different keywords.

No, but if you have 12 links with keywords like the example then yeah, it won't work out for you

I think you have to be a premium member to have more than 2 links. Anyways, you get some traffic at worst.
