Blogging - well it depends, if you are writing low quality content that it does not improve your SEO but if they are high quality articles then yes.
I think there is a blogging role in improving SERP rankings on the website, including by creating articles that contain information that are hot in the community.
Great question, Blogging in my opinion can play a major factor in SERP rankings depending on the level of competition or the quality of the content. It took me close to 40,000 words before I had any breakthroughs with SEO. I recommend if you want to go down this road to really plan out the steps you are going to take and understand the level of competition in your niche because as I'm sure you know if you are not on the first page you dont exist. Blogging allows you to create really epic content that authorities in your niche link to and share and that the target audience you want to reach want to read. As you're continually adding new content there's fresh links / shares / visitors coming to your site and repeat visitors too. Static websites don't really have that benefit.
