Don't let that discourage you. This list is VERY useful.
These type of link building lists gets spam to death too quickly if shares publicly. So I wouldn't suggest anyone to use it on your money sites directly.
Who makes this lists!? Bullshit, I would rather stick my head into the hive full of bees than use this list to get backlinks.

I assume it's a list of blogs that allow comments? If so then there's no point in using it as it will be flooded in no time with spam. There's nothing wrong with linking via comments, but you need to make sure that you aren't spamming your comments and you are posting on sites that are related. Also, I hope that your comments are actually worthwhile and not just "great post" or "yes, I completely agree".
