    The best technique for link building is to really have a great site with excellent content, that'll make people want to link to you. Any links which you may obtain by posting them yourself are probably be of little value, so far as SEO goes, although when you have written an excellent article or article, you may get some benefit of extra traffic.
    Now that search engines are getting better at recognising "unnatural" links, any technique which will be regarded as attempting to control results is more likely to penalize your internet site than to benefit it.

    Every link that looks natural. On the same (or related) niche. High Authority (sometimes HIGH PR is recommended too!). The same language of course ... and if possible in-content backlink! ;)

    If you are giving genuine reply to the relevant forum thread and take natural link to your website then it is one of the best way for link building. (as you said: forum should be relevant, High PR)

    Now Days Google wants related high PR and high DA sites. Google hat same anchor text using in lots of places so use different anchor text for backlinks.

    As per new updates Google is preferring back links created in the domains with high DA and PA and also with good updated PR.

    Google has made many changes to its search engine ranking methods and placing a site on top results. It has launched updates like penguin and others which are more strict on link building and thus it has started considering links only from quality sites and sites which are related to that site which is being linked.

    Link Profile should be natural.
    Links should be nofollow and dofollow,
    with PR=0, 1, 2,...
    With different length of anchors, and without anchors.
    From different sources.
    With traffic and without traffic.

    Links should be from thematic pages and should not appear simultaneously.

    To make a link, must be a reason for the link.
    Very strange, when to old article all began amicably reference.
