Obtaining high PR backlinks has become quite a popular endeavor for those seeking to improve their position and ranking in search engine result lists. There were many search forums which had pageranks like PR8, PR7 etc. I must admit it was never easy to get backlinks from PR 9 and PR10 blogs as there were and are so few of them around that it is very difficult to obtain links from these blogs.

Matt Cutts (Head of Google spam team) told in this video to participate in community to build backlinks to your website. Don't pay to buy links and also don't get low quality guest posts. Also don't get obsessed with high pr backlinks. A pr0 link from a high quality site would even work great than a pr1 or pr2 link from low quality irrelevant site.
