Hello, Is your web portal is new or older one? If new the do on-page optimization each pages with unique keywords/key phrases. Check the content of your web portal is sufficient for customers. Check the websites looks and navigation structure is good or not. Do all the Off page activities for the web portals. If your esteemed organization interested for PPC campaign then run the ppc campaign and target the local area where you want to focus the market. Don't do blackhat seo and spamming work for your websites. Do more off-page activities like directory submission, blog commenting, blog creation, classified post, article submission, rss feed, bookmarking, forum posting, link building, link exchange and many more. @Nisha Shah, if link exchange is done in a right way, nothing wrong will happen. If you read again the question, you will see that Rakesh need promotion of he site and not SEO (or this IMO i got from the post).
All these things depends upon the back link. create a back link with off page activity, for your portal site. and advertise it with classified site, in limitation.that will help you.

I think you have to do all the work of SEO(On-Page and Off-Page). Use webmaster tools and target your area where you want to promote your website. Never try to create back-links on same IP sites, and always review your content for its quality. Thanks,

You need proper meta-tags, descriptions, titles, and on-page optimization. You need search engines to be able to find your website. You’ll need your primary keywords on your site. Etc., etc.
Is your website "valid" only for India... if no, then PPC is the best way to boost your traffic... Otherwise, you should pay attention to LOCAL directories (indian directories), indian forums (in indian language, NOT in english!), article directories in those cities will do the job too!

If you write your website in PHP you can easily redirect every visitor to his city. Example: If a visitor from Delhi visits your website, he should be redirected to the page with restaurants in Delhi, if he is from chandigarh, then he should be redirected to the page with restaurants in chandigarh, etc. Just a tip: you can do it with IP check and verification While for SEO I already posted a few tips to get you a quick idea, you'd better check Google for more articles for LOCAL SEO tips!
