Check out the thread "Better Handling Of Non-paying Bidders", it's just a few threads below this one. It will instruct you on how to proceed. (it ought be a sticky thread in my opinion)

Just wanted to ask same question. And this instant warning in a better handling... post is for instant payments. What about people that bid and now i m contacting them and they are not responding? How do i report them?

And what if someone gives you a private offer and then you accept that offer and want to sell it, but he is now not responding. I really dont understand people that makes offer and then never respond.

Please give us some guides or tips how to act.

Unfortunately some people treat bidding like an online game. The object of the game isn't to pay for anything, but simply to win the bid. Serial bidders who don't pay should be identified and given the boot. This is what the new rules and regulations pertaining to non paying bidders, are designed to accomplish.
I believe given time, enough offenders will be identified by members like you to make a difference.
