    I've $1501 balance in AdWords account, my billing method is automatic but now I want this method to be manual or if I cancel my AdWords account, do I get my amount refunded on Credit Card?

    Anything is fine to me.

    never try to cancel one account and create new one , google won't allow you create multiple accounts. so first makeup your mind then cancel the account.

    This is not true!
    What if you have multiple client or multiple websites and want to create different account for each of them?
    I don't think Google has any issues if you are creating different Adwords accounts

    Then you need to use google client centre, where you can ad upto 5 of your client's accounts, but billing information will not be same on all clients.

    I call them, then they revert back to manual billing.

    You can easily set from your Billing setting , if you cant then call them.

    Just call them, if you are having trouble. Also, multiple accounts pose no problems.

    This is not true. Perhaps you are talking about adsense :p

    BTW coming to the point, I think you need to contact adwords support team because Google's billing policy is different for each countries. However, cancelling your account is an option for you but I would recommend to use that as your last option. I have switched my automatic billing to manual but I had to contact support team for that.
