Could anyone tell me that theme base blog commenting is still effective as the ranking point of view?
Blog commenting can get you ranked on Ask.com/Teoma, but not on Google, Bing and other search engines with stricter guidelines. However, blog commenting works like charm to build your reputation, your traffic and to sell your expertise in a soft way (i.e. you share your insight, people get curious about what you can offer and follow your link and - possibly - buy your services). Just be genuinely helpful when you comment and don't disdain any relationships that you may build through commenting (with the blogger or their audience).

Many seo's told me that blog commenting will no longer be used as a form of backlink building. but i just don't agree with them because this is the easiest and cheapest way to do SEO and increase your website trafficis by commenting on other blogs. blog commenting is also a nice way to get your blog popular among other blogs in your niche.

Anything that is easy to do will not help your rankings. The Google search algos are more complex than that. This should be assumed, considering the geniuses that work for the big G.
