i use http://www.flickr.com/. i always ask a picture's owner to use his/her pics on my sites, and most of the cases people allow me to do this.

Dreamstime have free images. They really are free to use. There's a paid part of the site as well.

Just google "creative commons" and you have some good chances to turn up something.
    Another resource would be morguefile.com

Yes I have used dreamstimes, sxc and there are some on 123rf.com. I also saw several good pics on imageshack but I am not sure what their policy for usage is.

I think imgur.com or any sort of image hosting site has to do nothing with copyright because it is for sharing. Although if you keep it on your website you cannot claim it as your own. You can sort of leave a small reference at the end saying ("got it from imgur.com") ..
That's what most newspapers in India do

Actually, the last time I looked up Dreamstime I couldn't find a free area so possibly they've 'retired' that parton of their site. Nowadays I just pay up and use depositphotos. Their rates are reasonable and they have a Live Chat and tell me what I can do and can't do.

Wikipedia commons is good but you have to give attribution.

Be careful when you ask people to use there images and they just say yes, Just because they say yes does not mean they can't change there mind later. If you ask someone and they say yes get a copy of the message or get them to email you telling you that it is ok. I work in law so it can be real risky. On the other hand there is tons of royalty free picture sites if you look on google that will allow you to use there pictures for free. Be careful :)

Register to image stock sites, they usually have some limited amount of free pictures.
Or you can find there exactly the images you want and buy them for a few cents.

An update on my notes on this. I am now aware that depositphotos give you 7 days free when you join. Seven days of free downloads, downloading up to 5 images a day. Have fun!

I recommend you to get some hd photos from dreamstime.com, buy them and you get rights over them, never worry about this fact.

sxc.hu has been accured by gettyimages, so depositphotos is only one reasonable site nowadays

best place is just bing images. Search for an image then specify public domain in the drop down item.
