Please make sure that you have sufficient funds available on your card to complete the purchase. If you do, I would suggest contacting PayPal support and asking them why they care not allowing the charge. You will need to wait until you receive your card in the mail, after which you will be able to reset your password using our online password retrieval tool.

If you do not receive the card you can contact us and we will have a new card sent out to you. There is no need to open an additional account. Anyone living in your house can apply using the same IP/Computer, however we may ask for additional information to confirm their details.
