Indian Paypal Unable to Close - Cannot Find Option

Hello,

I am trying to close my Paypal account but I am not able to find the option. I saw the Guides in Google and They said Ill see a Screen Like this :



However, I dont have this option. Instead of Close account there is Upgrade my Account. What do I do ? Can Somebody help me who have done it before ?
