There is no such thing as "too much low quality backlinks" ! Any backlink is a good backlink but only it matches your niche. The only downside of having lots of low quality backlinks is that you do not see any changes in your traffic, therefore assuming that something has already gone wrong.
It might be that 1000 low quality back links (paid or handmade) count less than if you would have say 3 high quality backlinks, in traffic and ranks and serps.

Therefore better to focus on where you put your link into, rather than how many places you managed to place your links into.

    hi,
you know each backlink to your site is a vote . vote from high p.r site will definitely increase your site's rank in SERP.
simple method is "Quality with quantity".

Probably best to ignore the low quality ones and move into the future aiming for high PR and related sites.

Ha-ha, yet another proof that backlinks are by far not all you need to rank!
Mohdasif, you could be missing other signals then, such as - plenty of text on page, text optimized for the keywords, social media likes and shares, etc.
However, it could also be that when you check site backlinks, you pay attention to the wrong metrics, which gives you the illusion that you have quality links to your site, while in reality Google doesn't think highly of them (the links).
