I wouldn't try and focus on PageRank. Google's updates over the last year or so have discouraged any PR focus because it led to spam link development in mass. Instead focus on the domain authority and solid backlink profile. Quality over quantity. You can have 100 DA 20 links or 1 DA 80 link and the DA 80 link will drastically increase your rankings across the board, provided you link correctly and avoid direct anchor text.
