Only directory submission in high quality directories and more specifically those that are in your niche are going to be valuable and helpful. The typical directory submission to the free directories that all tend to look the same are no longer helpful and instead can harm your site.
It is of no use if the directory is of low quality, mostly FFA directories are linked to link farms which can in return result in penalizing your website. Couple of years ago it was a good practice but after the recent Google updates it is not recommended. hope this helps.

Well, SEO takes time. Generally at least three months, so instead of giving you methods or answering questions, I would say how many links and how long you have been doing SEO? And also what kind of links are they? Are they spammy blog comments, forum profiles or others low quality links? Or you are building niche blog posts links, press release or other better links?? I have been doing SEO since 2009, so unless you are doing something quality otherwise it is just waste of time and money.

Base on my knowledge and experience directory submission are not useful these days. If you are using new title and new description for each submission then may be chance you will get luck and it will help you to improve your website ranking and traffic. One thing is confirm that Article submission is value able and good. So you can try it.
local directory submissions still seem to have a good impact. But I agree with eric_wahlberg...you should try article submissions.
The best way to determine a good quality directory is to use the site:somedomain.com command. Also do a search on the brand name in Google, if the directory isn't listed at the top then the directory has no value and may even be penalised. Then use SEM Rush to check it's position ranking. If it has no position ranking in SEMRush then don't use it.
Web Directory Submission are little bit outdated but still you can try to use it for link building bu make sure, use only High PR website for submission. I suggest you to go with other Off-Page techniques like Article Submission, Forum Posting, Web 2.0 Profile Creation, etc... to generate good backlinks.
I think that these days, directory submission in terms of SEO work only with a site with real NAP (Name, address, phone number), that means it is very good with local SEO strategy. Just make sure that your site have real NAP and have NAP consistency across all of the directories submitted.
IMO directories have been dead since Google came out. They are only browsed by people that want to add their website. That's all. So, to answer your question, nope they aren't effective.
