I don't think you are explaining yourself correctly henrique. Do you mean illegal tv content? Because otherwise I don't see why you are asking this. If it is illegal, than ofcourse you can not use adsense, nor any other ad network.
he means that he will use adsense on his own site which doesn't provide Online TV streaming. he will only put a link to that Online TV site.
Ah, ok I understand now. There is no reason why that would cause any problems. As long as you have informative content on your own page than that is fine. But even if lets say you only have a link directory. That is still ok by Google's standards. Just have at least a paragraph of text. The preferred minimum word count should be 400.
