    See that advertisement banner by Adsense on the top right corner of the page, notice that Advertise on this site and put your advertisment here link click that and thats the only way to advertise it here or put the link in your signature. Thats the only way and if you really are asking if spamming is allowed here then the answer is NO its not and you will be banned before you know :)
