Well i am using GSA Search Engine Ranker, and i ca get about 400-600 PR4 links pr day So why buy links when you can get unlimited backlinks I try to mix it with 50% nofollow and 50% dofollow links, and ranging from PR1 to PR8 I rarely see PR8 but i see alot of PR 3-4
PR links are very powerful especially if they are relevant to your website. So try to get some of this relevant links and you get a "crazy" ranking boost.

Also you can google highly competitive searches (think gold investment, make money online etc) and then check their links in majestic or similar. People ranking for highly competitive terms are probably buying links from some good sources and you can often copy them regardless of your niche

I remember back in the day, there was a service provided by Angela (the famous Angela's links) there were dozens of similar services that would pinpoint high PR pages with low OBL's. You can find these pages using various tools such as blog finder etc.. it's tedious and time consuming (easier to buy links but yeah... most people don't have the budget I suppose)
