Use scrapebox to find blogs and forums in your niche that are do follow. Filter out the low PR sites and then manually post replies and comments on those sites. Use relevant and informative replies and comments. Also, eliminate blogs with a high number of replies since it could be/most likely be automated spam comments.
Page rank would change in next pr update, till then you need to do link building and traffic... these two are very important points in increasing page rank.
